Biggest problem with that theory is that Dwight Eisenhower is not head of the War Plans Division. In fact he is not even stationed with the War Plans Division at this time. He is currently working in the Third Army and is stationed in San Antonio, Texas. On December 12, eight days from now and five after the attack on Pearl Harbor, he will receive a call from Colonel Walter Bedell “Beetle” Smith who is an assistant at the War Plans Department with orders from Marshall that he is to hop a plan to Washington and the War Plans Division and that official orders will be drawn up later. He will arrive in Washington on December 14th.

The WPD is currently headed by General “Gee” Gerow. Ike will replace him as head of the WPD on February 6th.

But I believe you are on the right track as to where the leak originated.

(It was just a joke.) I don’t think that even Mamie was dreaming of the White House in 1941.

I know. I don’t think Ike was dreaming of the White House either. I seem to recall, but I cant remember where I was reading it, that Ike was not initially keen on the idea of the Presidency when it actually did come up. I believe it was Montgomery who encouraged him in April of 52 to go back to America and run for President while Ike was still in Paris as head of NATO.
