In a local interview with WJLA, President Obama urges Mitt Romney to say that he was running Bain Capital after 1999, though Romney insists he did not actively manage the company at that time. "Well, here's what I know, we were just talking about responsibility and as president of the United States, it's pretty clear to me that I'm responsible for folks who are working in the federal government and you know, Harry Truman said the buck stops with you," Obama said.
Now, my understanding is that Mr. Romney attested to the SEC, multiple times, that he was the chairman, CEO and president of Bain Capital and I think most Americans figure if you are the chairman, CEO and president of a company that you are responsible for what that company does.
Ultimately Mr. Romney, I think, is going to have to answer those questions, because if he aspires to being president one of the things you learn is, you are ultimately responsible for the conduct of your operations, but again that's probably a question that he's going to have to answer and I think that's a legitimate part of the campaign.
The buck stops with George Bush. Or something like that.
If that is true then Obama should be in jail.

You know, if I were Romney, I’d say: “Fine. I’ll produce my past tax returns and, in return, you open up all the records you’ve sequestered.” My guess is you’d hear nothing but crickets from the Obozo camp.

Actually Obama,s spokesman was asked about his records and told the room that Obama had released more records than most previous presidents.

It's awkwardly phrased (go figure) but he IS saying the buck stops with the president.
My guess is that Obama is paraphrasing a famous quote that really doesn’t fit the context he’s trying for. A fail of Obamic proportions. He’ll still will get a free pass from the MSM.
