apophasis [uh-pof'-uh-sis] noun
1. denial of one's intention to speak of a subject that is at the same time named or insinuated, as “I shall not mention Caesar's avarice, nor his cunning, nor his morality.”
2. the raising of an issue by claiming not to mention it (as in “we won't discuss his past crimes”)
Example sentence:
Obama similarly employed apophasis when he asserted that "nobody accused Mr. Romney of being a felon."

I snicker at the “you didn’t build that” statement of his....because I doubt he built anything in his entire life. What would he know about it?
