The overwhelming vast majority of people who have thought about the possibility of hard times are expecting the hard times to unfold according to the first scenario above. Therefore they have not done anything to prepare for any type of hard times. The reason they don't prepare is because they believe they will have plenty of time at the beginning of the hard times to buy all the things they will need.
