A fine is a tax for doing wrong
A tax is a fine for doing well
If you fine people for doing something, they'll eventually stop doing it.

And for that reason, everyone drives the speed limit.

He’s close to getting it. Look up LOSS AVERSION and you understand why people vote Democrat. If they make $30,000 a year from being good little Democrats, than we have to DOUBLE that to get them to look at getting off the dole. This is a tough one. But to understand the problem is to begin to solve it. Democrat voters aren’t stupid and lazy. They vote and make decisions based on their perceived best self-interests.

Well, they're not stupid anyway.

" The Tragedy Of America's Welfare State"

It accepted that 'unemployment welfare' has a limited duration. Has it ever been considered to reduce the payment amount in steps over time so that finding a job becomes more and more attractive than the 100% unemployed alternative?

Speeding is like not reporting tips. You do it assuming you’ll get away with it.
