My Honda is now 17 years old with 220,000 miles on it and it's rusting out but I'll only trust it to the Honda mechanic.
Today's engines have several sensors attached to them and it only takes one to cause your car not to start. I suspect that's what the problem is since it's turning over and you've got gas.
So here's my final suggestion to you: Do a google search for "1999 Kia Sephia won't start" and check out the sites you come up with.
