Changed my mind after seeing more pictures of it, close up and other better angles. It was a first down. The mark wasn’t at the stick. It was at the end of the orange chain links that attach to the stick by a “dog latch.” The latch was the gap you see but it’s not part of the measurement.

Don't think I ever saw a shot perpendicular to the measurement. Always an angle so difficult to really see just where the tip of the ball was...
