I was thinking it must be pre-code, as the synopsis sounds rather racy.

The code didn’t start until ‘34 or ‘35.

Warren William could always play such amoral sleazebags with elan. He was so often regarded as a poor man’s John Barrymore, but I’ve frankly always found him much more engaging than Barrymore.

That is extremely insightful, with the limited amount of what I know of the two I agree. Well said.

What does "pre-code" mean? Does it mean "before rating"?

You can google the movie code, but essentially, the industry voluntarily agreed to a set of moral codes in the movie to not glorify premarital sex or violence, "bad gus" had to reach an appropriate end for their actions (e.g., prison, death), etc.
See Pre-Code Hollywood and Motion Picture Production Code.

Oh, I’ve seen “Skyscraper Souls,” albeit many years ago. In fact, I’ve probably seen just about all of Warren Williams’ films! Although there’s one Columbia “Lone Wolf” film I think I’ve missed, and need to catch up with. And there was some Paramount film he starred in, “Outcast,” which has become rather rare in recent decades (although it circulated on late-shows pretty regularly in the 60s/70s).

The “Lone Wolf” films with Warren William are generally pretty nice. There’s one I particularly liked, which had Frances Robinson as a rather fetching leading lady.
There was also a “Lone Wolf” tv-series in the 1950s with Louis Hayward portraying Michael Lanyard. The old Nostalgia/Goodlife network used to rerun it. It was actually pretty slick and well-produced, but somehow didn’t catch on, and only lasted a single season.
