Blaming the WOD for peoples' abuse of drugs

I'm pointing out that the WOD incentivizes the legal use (and creation) of those mind-altering substances to which the WOD hasn't yet been extended. Lanza broke existing laws.

The WOD does nothing of the sort. If you made eating sh** illegal it wouldn't incentivize people to eat sh**. People do drugs because they want to. They do them illegally either because they have no moral compass or there's something wrong with them that makes the urge impossible to control.

The simple solution to the problems cause by drug use is for intelligent people to stop using drugs. If said intelligent people really believe drugs are not a problem, they should work to legalize them and abstain until they succeed. But they don't want to, and they want to blame others when there are negative consequences to their actions.
