When I saw the title I thought he might be advising blacks to invest in the markets. Which would be the surest way for the black community to stay in poverty for a few more decades thanks to the Community Organizer In Chief. But Screwy Louie's advice is actually pretty good as far as it goes in the above quote. They should have had 1,500 acres by 1975 though.
