First thing I thought of when I saw the picture was the guy who does these paintings:
Those paintings have always creeped me out.

That is one theory.
Another theory is that they are from a previous civilisation in earth's history from 100,000 + years ago that developed tech and then left the earth and they come back from time to check things out...and probe rednecks...

There was an old TV show that claimed a rash of mysterious fires in motels wherever the “sad big-eyed kids” paintings were displayed.

Considering that in the past hundred years we have gone from early vacuum tubes and simple radios to the electronics and computer networks of today, I would be surprised if it took even a hundred years more to get direct neural interfaces. Why bother with big eyes when you can run your computer directly into your optic nerve.
Then we can all get morbidly obese and have little piggy eyes. Yes people, without careful selective breeding the future looks a lot like Michael Moore.
