What repairs did he make?
If you do a system restore, the repairs he made might get undone - like any new drivers and such.
So are we just talking about the way Internet Explorer and Excel look on your computer screen, or something else?
The latest version of IE is 10. Or are you using a different browser?
Or how about trying a new Theme?

Is the problem just with your web browser or the whole thing? If just the web browser, which one are you using?
A restore might be what the tech did to cause the changes.
What did he work on?
Desktop or laptop?
Does the screen seem less clear?
It might be he changed the resolution on your monitor.

before looking at the graphics driver itself
try
from that globe thingy in the bottom left corner
click on the globe
click on Control Panel
clck om Hardware and Sound
click on Display
and there you will find menu items for/for adjusting
Resolution (screen resolution)
Calibrate Color
Change Display Settings
Adjust Clear Type Text
and
Set Custom Text Size
I would try looking at the Change Display Settings item first. It should at least be showing for “Display”, the make and model of your monitor. If it does not, that is the first thing I’d try to correct.

Nah, it’s guys that look like that who are the real gurus. If your tech guy looks like he might actually be able to get laid, then you have a problem.
