Long Beach Eyes Crackdown On Ice Cream Truck ‘Nuisance’

LONG BEACH (CBSLA.com) — The ice cream man could be silenced once the fireworks are over this Fourth of July if one Long Beach city official has his way.

Councilman Dee Andrews is expected to introduce a plan at next week’s Long Beach City Council meeting to regulate the noise of local ice cream trucks.

Andrews will request that the City Attorney amend the municipal code to specially address what he described as “the nuisance that Ice Cream Trucks create.” The proposal also would prohibit ice cream trucks from broadcasting any amplified music while parked and dispensing ice cream.

The motion comes after Andrews received complaints from residents throughout the years about the noise level created by idle ice cream trucks, especially in the mid-city areas.

According to Andrews, “residents’ peace and quiet is disrupted by a constant procession of trucks playing various songs at high volume levels” and “can be heard throughout the day and into the evening hours for several blocks.”

In several cases, an additional ice cream truck will follow the first one and the cycle repeats all through the day, he added.

“Currently, there are no laws on the books regulating the trucks from playing music while they are parked. To keep trucks in compliance within the noise regulations, one of the enforcement mechanism for the strengthening of the noise ordinance with be administered through the Business License Department”, said Councilman Andrews.

At least one resident was in favor of the proposal.

“I have been living in the Wrigley Neighborhood for 7 years. Each year, the Ice Cream Truck noise gets louder and the trucks increase in numbers,” said district resident Sam Portillo. “It has definitely affected my quality of life for years and I am thankful that something is being proposed to address the problem.”

Andrews was expected to introduce the agenda item at the City Council meeting on July 9.

I don’t know about where you live, but in my neighborhood in Anaheim,CA. we have a vendor who drives around in a VERY noisy diesel catering truck sell a variety of ice cream including soft serve. He plays the music VERY loud and plays it non stop when he is parked across the street from me. Now I applaud someone working to have the music turned off while stopped and regulating the volume.

I miss the days of the Good Humor Man that only rang a bell, and only when he was moving.

I just pray that my dogs never figure out that there’s ice cream in those trucks.
My daughter and son-inlaw told their kids they were music trucks so they wouldn't know to ask for ice cream.

When I was young the good humor man had a truck that had a rack of bells outside over the windshield that he rang as he slowly drove through the neighborhood. Certainly not aversive. He would park and ring them until customers started lining up.

Much better than amplified music

We lived in Los Angeles years ago when it was just beginning to be annexed to Mexico. In our very nice area, ice cream trucks started showing up at all hours of the night. And fruit trucks. It was horrible. Apparently people from Mexico had different ideas of when to sleep...or perhaps they just didn’t have jobs. But those of us who had 9 - 5’s really suffered from sleep loss.

And then my daughter complained about the noise. And then two nights later, her new car was stolen, found by police a few days later at the bottom of a hill off Mullholland Drive, a total wreck.....Who would do a thing like that?

Gee, I miss Southern California.

It's an under 20 thing.

And I'm glad I'm still under 20 - well, for at least 39 years.

My complaint is that the music is too low - I've got to hustle when I hear it or it will drive on by.

Any time we heard the ice cream truck drive by, my wife and I would say that the “Music Man” is driving by. Wasn’t that nice of him to share that music with us?
Once our kids hit 9 or 10 and they had talked with their friends, they were a bit perturbed that they had unknowingly missed out on years of ice cream.

Most of the ice cream trucks in So Cal and most of the rest of California are run by third world immigrants. They have no use for laws.....of any kind.

Maybe it’s different now.

You may have missed this in the original posting (the part quoted above):

That would mean that after one drives off and my nightshift-workin' a** starts to drift off to sleep, another arrives...
