PITTSBURGH (AP) The president of a Pittsburgh school Parent-Teacher Association has been charged with stealing more than $8,500 earmarked for anti-bullying programs.
The Allegheny County District Attorney's Office charges that 64-year-old Lutual Love Sr. commingled money from a Heinz Endowments grant with his own money, then accessed some at automatic teller machines at Rivers Casino, and used some for personal expenses at a pet store, funeral home and dry cleaners.

There is an old fashioned solution for this type of problem: a minimum of two people required to sign each check and no ATM card access except to make deposits, which one of them prepares and the other banks. Banks used to set up these type of accounts all the time. Don’t they do it anymore?
