It isn’t the site, you see the NSA intercept program is undergoing a Oracle Database Patch so they have to use the backup database and it is slower so they cannot keep up with the influx of traffic to internet responses are being slowed down to compensate so the NSA backup Database doesn’t get overwhelmed.
