law can only be created by congress, then signed by the president.
the president can only enforce the law... a duty he cannot avoid as he has no Constitutional right to choose which law he can ignore
and by behaving counter to a law, ie: breaking the law, he is violating his duty. this is a fact regardless of his job title.
the president is a citizen of the United States and is bound by the same laws. in many cases, more so
