Intervening in/molding her choices sooner would have been more productive.

But why? Why were those shorts in the house in the first place? Did the daugher buy them with her own money? Perhaps.
But most likely - Dad (or mom) bought them. In my house - those shorts would have just “disappeared”.
Another alternative would have been to just not go out as a family.
Did they buy the shorts for her?
Now that school is back in session on my drive to pick up my kids at their private school I have to drive by a large public high school and junior high. The things these girls wear is appalling.
OTOH the boys just look stupid in their skater apparel.
Um, her father tells her to change and she refused? In my house, she would have stayed home and starved.
While I think his approach probably worked, I can’t imagine telling my dad that I would not obey his rules. He would have told me the door is locked and you’re not leaving dressed like that. And there would have been none of this I-paid-for-it-so-I-can-wear-what-I-want crap. Sure, I had a job and bought my own clothes, but I was also made to return clothing that did not meet with my parents’ approval.
Come on, parents, bring down the gavel! Doesn’t anyone teach respect for authority anymore?

The kid would just call SRS and file a complaint against the parent...as they were taught in school.
I went to the link. And I have to admit, the dad has some decent legs.
TO be avoided if a parent starts out early....but waiting until she is a teen, useless.
