One of the reasons for being glad to be as old as I am is that I may be spared living to see a race war in America. Race wars are often wars in which nobody wins and everybody ends up much worse off than they were before.
Initial skirmishes in that race war have already begun and have in fact been going on for some years. But public officials pretend that it is not happening, and the mainstream media seldom publish it at all, except in ways that conceal what is really taking place.

But-I thought an Obama as POTUS was going to put an end to all racial strife. Guess not.
Civilized people are vulnerable to attack by uncivilized people. Civilized folk recognize the benefits of self-control, and do not want to return to a Hobbesian state of nature. Those who advocate gunning down the miscreants would destroy civilization in order to save it (just as the response to 9-11 has gone a long way towards destroying America). That is satisfying on an individual basis (if you are attacked, by all means unleash whatever you’ve got), but does not solve the larger problem. As a nation, we have to civilize the uncivilized, or at least control those who will/cannot control themselves. This transcends race, though demographic analysis is a useful tool for targeting the cure for the sociopath epidemic.
Government properly exists to force the uncivilized to behave, so that law-abiding individuals can be left to pursue prosperity, happiness, or whatever they please that doesn’t harm others. The problem will only get worse until we establish a government that does it’s job. This one’s fired.

As for me, you will often see me on the schooling threads. It is my belief that godless K-12 socialist-entitlement and compulsory schooling has been a significant contributor to the rise of the “uncivilized”.
Perhaps some defensive driving courses would be in order for everyone.
No use having a weapon if you don’t know how to use it.
Actually, it'd be pretty easy. If you refuse to work and act uncivilized, you go hungry.
William Buckely suggested that civilization itself was based upon women remaining chaste. Men are forced to make the eternal bargain for favors, providing sustenance and security. Women domesticate young males who otherwise become feral, and would overcome women without social constraints or obligation.
Any suggestions on how to achieve this or reverse the trend?
Although there likely several factors ( the media, easy divorce, acceptance of illegitimacy, Marxist infiltration of the churches,etc.) I tend to focus on our nation's Marxist run and godless K-12 socialist-entitlement schools.
Mr. Sowell clearly describes the problem but doesn't offer solutions, at least not in this essay.

Personally, I have stopped apologizing for reality. I think conservatives are too nice. We should shame those who practice the sseven deadly sins that are creating havoc. It goes a long way.

So true. Blacks are about 10%-13% of the population. They are attacking whites who are the majority of the population. Now reverse that and see what happens. It will be a short race war.
