From the article: Questions Remain Over How You Define Household Washington state coverage of the state-based exchange also provides this interesting tidbit: “Most people who have completed applications – … – are members of households in which at least one member is enrolling in a private health plan while at least one other member qualifies for Medicaid coverage.” This should open some interesting discussions of how household income is being calculated

I looked back over some news paper articles and the same wording is used. It is my understanding that in order to get subsidies a married household is required to file a joint tax return to get the household income. The only way I can see individuals in a household getting exchange insurance and Medicaid is that the children are qualifying for CHIP but the parents make too much to qualify for Medicaid themselves. This raises a question, to qualify for a subsidy do a husband and wife include children in CHIP as part of the criteria? Does anyone know the answer?

I don’t know the answer, but I do know this.

1. If the system can be gamed to get freebies, it will be gamed.

2. 0bamacare “Navigators” will help them game the system.

Is there a web site that lists the reasons people are losing coverage? There seem to be a lot of reasons as I read the various articles, but I’d like to see a simple list.

Good. Maybe this will convince them to get their heads out of the tail end of their digestive tract and realize what a collossal mistake they made in 2008 and 2012.

The CHIP eligibility in WA state has a pretty high income threshold. That probably explains a lot of this phenomena.

From what I can tell the CHIP eligibility in WA is 200% FPL. So we have this scenario: <138% household FPL--- entire family on Medicaid >200% household FPL--- entire family private insurance So between 138-200% the adults could have private insurance and the children be CHIP eligible. The 40,000 number that have split eligibity on the Washington State exchange is a large percentage of the approximately 90,000 that have enrolled. Something just does not seem kosher. The Washington State exchage is the one exchage putting out numbers of enrollees, Medicaid signups, private insurance, etc. It is only exchange where we can get a sense of the early trends. I'm just trying to understand the numbers.

As an addition to my previous response, I don’t believe the CHIP eligibility changed as a result of Obamacare. Any new enrollees in the CHIP program would have been eligible under the previous rules. The 40,000 households which qualify for both Medicaid and insurance just doesn’t seem right.
