was it just suicide or did she decide to take 31 other sentient and otherwise still enjoying life dogs with her?

In the end, that’s the only mind that mattered.

was it just suicide Suicides effect all those left behind, including animals. If she treated her animals as her children, it appears she wanted them dead as well. That isn't an act or action of a logical mind.

Sad story - I have a guess, but it’s just that. The reason she was “rescuing” was she was afraid that the animals would be euthanized. Caring for them became too much financially, emotionally, physically or all three. If she surrendered them, she would fear (probably correctly) that some would be euthanized. She preferred to have them die with her, someone they knew.
Rationality isn’t one of the strong elements of suicide, but I could see the above happening.

We once knew a couple that euthanized a relatively young dog they'd had for a while, and rationalized the decision with the comment, "We knew (
knew!) no one could ever love the dog as much as we could."
No joke.
We haven't those people in decades.
