Obama claims enforcement discretion to make Obamacare changes
Officials explained the presidents decision as a prerogative of the nations chief law-enforcement officer.
He will be suspending enforcement for 2014 [and the Department of Health and Human Services] will be using its enforcement discretion, said an official.
The suspension is similar to his June 2012 suspension of immigration law

In an interview with The Washington Times, C. Steven Tucker, a health insurance and Obamacare expert in Illinois, explains that the HIPAA law section 2742 (Health Insurance Portability and Accountability Act of 1996) does not permit these insurance policies to be cancelled. It has been illegal since 1997 to cancel someones health insurance coverage when you are sick or when you have claims.
