Yes some states to have on the books the age that some one can be held accountable.

OK...
i read what the officer said..
with that in mind, i make the following determinations..
1) the childs mother is an a$$hole..
2) the police officer is an a$$hole..
3) the officers supervisor is an a$$hole..
4) the supervisors supervisor is an a$$hole..
conclusion..
mother should be made to pay the fine..
officer has no business being an officer, should be fired..
officers supervisor is a spineless weasel, should be fired..
supervisors supervisor has no common sense or ability to judge a situation, should be fired..
this city has way too many cops and way too few crimes, force should be downsized..
did i miss anybody????

Age two? I remember being about six or seven and urinating behind a huge dirt pile than was behind a friends house. Lots of housing construction going on at the time. My friend's mother saw me (I don't know how), and squealed to my mother. Think I cared? My mother didn't do anything except chide me a little.
All of us did it (urinated outside) when we thought nobody was looking. Of course, this was almost sixty years ago. Few people got exercised about things like that in those days.
