At the old airport terminal I worked at, some Japanese or Brit tourist would get killed every three or four years, by getting on the interstate going the wrong way....

There’s an international driver’s license. You can get them at AAA. I would assume that they had that on them and that their Japanese driver’s license was at home.

I took some Japanese friends to Las Vegas for a vacation while I was still living in Japan. You have to watch them because they get in trouble.

...The driver did not present a driver’s license to the officers. While an incident of this nature normally would give rise to felony evading charges, Horne said the unique circumstances will likely result in misdemeanor charges of reckless driving and failure to yield, at the discretion of the Washington County Attorney.

County Attorney Brock Belnap had not yet received the case of consideration Monday when St. George News inquired. He could not speculate on any action he might take, he said.

Virgin River Canyon is a scary place especially at 1:00 in the morning.

Probably had their brights on and the reflections freaked them out. First time I went through it, I knew nothing of it. Was a little tire when I came roaring into it on a no moon night. Got woken up quickly, and when I had exited south, I went back through it S to N, then turned S and stayed in the first crappy town in Nevada that had a room. The article said 'high speed', they were going 75.

And the car couldn’t have been stolen or carjacked from the Japanese family.

Anybody want to bet that in most countries a similarly confused American family wouldn’t have been handled with the same kid gloves?

That said, it is a visitor’s responsibility to adapt to the local customs.

In Ireland this summer, there was a police car behind me with lights flashing so I pulled over.

In the rearview mirror I saw the officer step on the brakes and throw up his hands.

Forward, my mother saw the on-coming driver step on his brakes and throw up his hands.

And then the police car pulled around me.

But I still don’t know what you’re supposed to do in Ireland, when there is a police car with lights.

Horne said the couple didn’t have Japanese driver’s licenses with them.

They wouldn't have been able to get the rental car without a license. I wonder how they would even be able to get past the rental counter and get a car without speaking English. I admire their courage in driving around a country where they don't know the language - I've tried driving in a few Asian countries but only with a local who knows the language sitting in the passenger seat.

I don’t get that part either. I know here in CA you can still use your former country’s DL for only 3 months, hence, the use of rentals. No rental car company would ever hand you the keys without any form of ID.
