With the traffic congestion in Southern California, this acquisition makes little sense. Eyes in the sky are much more effective. If this thing ever got half way to top speed I’d be impressed.

Insanity. All this will do is escalate car chases and put more innocent motorists in danger.
They already have helicopters in the sky that can track a vehicle. There is really no escape for any vehicle in the LA basin once you have that "eye in the sky" on your tail. Just have the cop cars back off to a safe speed and the copter will tell them where to go.
