Civilian who killed Sailor at Naval Station Norfolk identified

"Norfolk, Va. – The civilian gunman accused of killing a sailor aboard the destroyer Mahan on Monday night before being fatally shot is Jeffrey Tyrone Savage, the Navy announced on Thursday.

The Navy says Savage, 35, drove his 2002 Freightliner through Gate 5 just after 11 p.m. He then went to Pier 1 and left the truck and tried to get onto the USS Mahan.

He was stopped by security there and that’s when a struggle started. They say Savage disarmed a petty officer of the watch and Savage then used the weapon to kill Master-at-Arms 2nd Class Mark Mayo, 24. Savage was then shot and killed by other security forces on the scene.

Officials say Savage had a valid Transportation Worker Identification Credential. This ID alone does not authorize base access. They say it must be used along with other documents to gain entry.

They say Savage did not have any reason to be on Naval Station Norfolk.

NewsChannel 3 spoke to Savage’s mother who is apologizing to the sailor’s mother about what happened. She tells NewsChannel 3 that Savage was a good father and son, but something was going on with him. She would not go into detail about exactly what that something was.

Obama's recent nomination of Adegbile to head the Justice Department's Civil Rights Division resurrected discussion about
"...Equal Employment Opportunity Commission which ruled that the use of background checks in hiring is racially discriminatory. In 2012, the EEOC issued "guidance" to the nation's businesses, citing statistics showing blacks and Hispanics are convicted of crimes at significantly higher rates than whites. Therefore, the EEOC ruled, excluding job applicants based on their criminal records would have "a disparate impact based on race and national origin."

The TSA is responsible for issuing TWIC credentials and has a history of hiring felons for their ranks.

Quoting Debbie Schlussel's discussion on this subject, from 2010:

If the TSA will hire a convicted felon robber, who won’t they hire? And why is the TSA screening us, when the agency refuses to screen . . . its own employees? Absurd is an understatement. Is the TSA really this desperate for employees? Are there really so few qualified unemployed Americans applying for a TSA position?

Despite his priors, and potential exposure to prison dawa, this Savage's most recent act of trespass and murder have been immediately deemed unrelated to terror.

Of note in the above report is the consistent 'know nothing' characterizations/silence about this Savage's character by his neighbors and employers.

Few circumstances yield such consisent silence about a criminals character.

That guy should never have passed a background check to receive a pass onto that base.

Then, when he came on base that night and did not have all of the necessary paperwork, despite his pass, he should never have been allowed on base.

Heads need to roll.

I talked to some folks on NNS (Norfolk Naval Station). Apparently the young Petty Officer 2nd Class, Mark Mayo, was the Head of the Base Watch. He saw the truck come on base and was suspicious because of an incident with a similar truck (different driver) some days earlier.

He followed it and when he saw it stop near the USS Mahan and the driver get out and start up the gang way...he began running to the ship. The Sailor at the top of the gangway on watch was a female sailor whom this person approached and then began struggling with. He (this large, powerfully built ex-convict who had spent time in prison for attempted murder and crack cocaine) overpowered her and took her gun.

That’s when Mayo arrived and pushed the female sailor to the deck and himself took the bullets the intruder fired. That gave the other sailors on watch on the USS Mahan the time to fire their weapons and cut the intruder down.

Also, the Petty Officer who was disarmed was female. This fact was avoided in the article. Did the physical mismatch have anything to do with the subsequent shooting?

Additionally,

"Mario Palomino, NCIS's agent in charge, said investigators haven't determined a motive. They don't think the assailant, who Palomino said did not work for the Defense Department, knew anyone on the Mahan.

And they don't think the attack was planned.

"We have been able to rule out any additional threat to the Navy," Palomino said. "We have ruled out any link to terrorism."

Pray tell, based on what evidence?!

Appreciate the details, Jeff. I’m still in disbelief. What a fine young man we’ve lost.

Not to overstate the obvious but Background checks, including security clearances have a huge, gaping hole in their flank, especially in recent years.

He did not have a pass to be on the base.

He had an ID, but that would not have allowed him on the base.

Jeez, they shot him almost immediately.

I would say that someone getting through one guard before getting shot is pretty decent security. Especially when on a US Base.

One would expect the security BEFORE the ship to grab most of the bad guys.

Sickening. and I’ve only opened one of the articles... apparently, the ‘new’ screening system doesn’t even have access to the NCIC database???????? How the frick does THAT happen??/rhetorical question..

Answer to my own rhetorical question... my God, DOJ has got to go (in its’ current incarnation, anyway)

“The Navy has been upgrading their base access by also starting to implement the RAPIDGate program.

It performs background checks on those that don’t have DOD or Federal credentials.
RAPIDGate’s system, though, also has limitations.

“Today, we only use public accessible data,” said Jim Robell, the president and COO of EID Passport, the company who runs RAPIDGate.

Robell says it’s because they do not have access to the FBI’s National Crime Information Center (NCIC) database, or the Terrorist Screening Database.

It was the subject of a scathing Inspector General report last year, which found that 52 felons got through RAPIDGate’s background checks.

“We have been working on this for a very long time, but it takes the cooperation of a number of government organizations to make this happen,” said Robell, who says the Department of Justice has yet to give them access to the law enforcement databases. “

via WHDH.com: "...[Savage]got into an altercation with a female petty officer and disarmed her, Navy officials said. Palomino said Mayo stepped over the disarmed officer and fired his weapon at the assailant. He was serving on watch for the installation that night and came to help once he saw the civilian board the ship."

On Wednesday, the Navy appointed Rear Adm. Jeffrey Harley to lead an investigation into the circumstances surrounding the shooting. Harley's role will be different from that of criminal investigators, and will include a review of base procedures, according to the Navy.

Apparently she was not only disarmed but on the ground when Mark Mayo 'stepped over her' & took the bullet to save her.

Pretty funny. I used to be in a prison ministry band and the reason I came up with my post was what I saw there coupled with the middle name. I’d bet good money he is a black muslim.

According to the article, he went up the gangway and was apparently on the deck of he ship (an Arleigh Burke class destoryer). Moreover, he disarmed the sentry. I wouldn’t say that is “pretty decent security”.

True, he was shot fairly quickly but what if there had been more than one person involved in the assault and they managed to get on base without incident?

If you’ve ever guarded a sensitive facility (and I have) you would find this situation alarming.
