Any freepers up to speed on this bill and how will this bill that is supposed to go into play 7/01/14, effect the average american. I have read bits and pieces and cant make heads or tails of it. Any one concerned?

Hiring Incentives to Restore Employment Act
With the exception of the federal entities indicated in the Constitution's Clauses 16 & 17 of Section 8 of Article I as examples, entities under the exclusive legislative control of Congress, Congress has no Article I, Section 8 authority to legislatively address jobs market issues. Only the states have the 10th Amendment-protected power to legislatively address intrastate jobs issues imo.
