Uh, these are rules for incompetent managers, not incompetent professionals. Actual professionals, doctors, lawyers, accountants, programmers, engineers and mechanics don’t usually remain employed for very long if they are incompetent.
I have an additional rule to add for incompetent managers though: incompetent managers focus on what they know how to do rather than what actually needs to be done. For example, if an incompetent manager thinks they know how to design a logo, then that’s what they spend all of their time doing. And if it happens that the logo is for a product the incompetent manager is in charge of developing, well you can almost guarantee that product development is going to be a disaster.

There are any number of incompetent lawyers and accountants in long employment by various government entity and more incompetent lawyers who serve in elected office
Many incompete doctors just get reshuffled until in the end they get a position in research the same with incompetent engineers and programmers they just get shuffled around until they get gigs as ‘Consultants’! ;-)
