They don’t know why he was in Chester? It is not unlikely he was looking for a little extra from some sodomite that he met on the net.
Oh my, I used to live near there 35-40 miles away, a very long time ago... so is this a downhill slide?

Butler, who previously served as the city’s police chief before becoming mayor, to implement a “State of Emergency,” implementing 12-hour shifts for the entire city police force, assistance from both the Delaware County Sheriff’s Office and the Pennsylvania State Police, and a 9PM to 6AM curfew in five of the city’s crime hotspots.[citation needed] The “State of Emergency,” which lasted 34-days, coincided with the opening of PPL Park, but was sparked due to the murder of a 3-year old toddler in the city’s crime-plagued West End (between Lamokin Street and the western borders with Upper Chichester Township and Trainer Borough).[citation needed] The city had 14 homicides in 2009, 17 in 2008, 27 in 2007, 18 in 2006, 15 in 2005, 19 in 2004, 12 in 2002, 19 in 2000, and nine in 1999.[15] The city did not record crimes in 2003 and 2001.[citation needed]

OMG that sounds like something from Baghdad or Syria...unbelievable.
Interestingly, Chester was the site of the fictional Ivy-Leaguish university where Tom Wolf's coming-of-age novel "I Am Charlotte Simmons" was set - as much as I like Wolf's writing, I found it difficult to suspend my disbelief about the goings-on in his story because I grew up only a few miles from Chester and it seemed to me an unlikely locale for a great college which had already slipped well beneath "gritty" when I was last there probably fifty years ago.....
Tom Wolf should be Tom Wolfe - I’ve watched so many political ads from Pennsylvania in the last month my mind is going.....
