the article indicates he has prevailed against the dept a number of times - the article does not state how the ankle episode happened - at the hands of police (who knew and LOST against him)or some other circumstance which the City was PROVEN to be negligent in....

It's not always a scumbag new Yorker - sometimes it's scumbag NY cops with vendettas

either might be the case in this story
