This is by design, and if that sounds crazy, realize the Republicans did the same thing as far back as post Civil War (Military Reconstruction Act), staying in power using the black votes.

The cartels need to be droned in Mexico and abroad. How are they different than ISIS or the Taliban. The Taliban were growing massive amounts of poppy’s for opium and heroin and destabilized the region. Mexican cartels are doing the same thing.
