I believe that she is not healthy enough to be seen in public no matter the reason. Think about it: she may not be alive by 2016. Of course, the dims will run her corpse if they think it would win.

I believe she has serious health issues...high B/P for one, and she can barely get around with out a helping hand...and at close to 69 it gets more difficult..I know I’ve past that stage...and you just don’t have the get up and go any longer...
so she is delaying her announcement???? because she doesn’t want to be asked tough questions, but she need not worry the MSM will handle her like a baby...
