That's not what I say, that's what The Constitution says. You answer the question: Who makes the license plates?

He may or may not answer you, but I will.

IMO, the State of Texas has the right to choose which plates it will offer, and which it will not.

The Federal government, including Federal Courts, should have no say in the matter.

The first amendment explicitly and specifically binds Congress; why should it apply in this case?
