Apparently this same mysterious person only known as Florida Man goes around doing that sort of thing.

The second suspect is described as a heavy-set man, between 16 and 18 years old, roughly 5 feet 8 inches tall, weighing 180 pounds and with light brown hair. He was wearing a blue shirt and long tan shorts, according to sheriff's deputies.

So we know the color of the undergarment, but not the color of the skin?
