Only if President Obama allows it. I suspect he can’t as an angry Hillary will be a vengeful Hillary and she probably knows WAY too much for him to take the risk.
I can see him working a deal with her for a full pardon in exchange for her silence and probably a huge cash donation from her foundation to his foundation. In exchange he gets to name the new Democratic candidate and that person’s running mate.
Alternatively, he might say loudly to his entourage something like, “What sluggards, what cowards have I brought up in my court, who care nothing for their allegiance to their lord. Who will rid me of this meddlesome priest?”
Then, say “goodnight, Hillary.”
We could know a lot more if Biden announces he’s running.
