Havent a number of states pledged to the US-wide popular vote? Yah,I think so.But...1) the agreement has to have a certain number of states to sign up before it becomes "effective" and that number hasn't been reached and 2) the Constitutionality of that agreement is seriously suspect.The Constitution forbids the several states to make such agreements between/among themselves.
