When I was a kid working in a filling station the guy I worked for would haul the garbage to the dump. Invariably he would come back to get his trailer to retrieve his finds. “You ought to see what somebody left” he’d say. LOL
...TECHNICALLY it would be stealing (the trash either belongs to whoever put it there, or else to the trash collector)...
But LEGALLY, trash/garbage is considered abandoned and that the owner gave up legal ownership by throwing it away.
That’s why cops can conduct searches of refuse like that for evidence without a warrant. You have no expectation of privacy in your garbage once it’s outside for pickup.
The precedent for this was set by a Dylan fan who continually went through his garbage outside searching for memorabilia. The Court said no problem.
Certain states, however, don’t have a free-for-all attitude toward garbage. In Texas, for example, the courts have found that depositing trash in a garbage bin does not constitute abandonment, per se, but rather the transfer of property from the owner to a waste-hauling firm.

FWIW: In CA at least, the recyclables are explicitly said to be the property of the recycling company. It’s part of their deal with the city. Early-morning bin-diving by homeless &c on trash day is a big problem and occasionally leads to arrests, believe it or not.

Frankly, a model where elite police do everything is one that is heading for trouble.
That’s a “progressive” idea. Older ideas embraced the notion of a public militia that was not appointed by governments.
Most people don’t want to get involved in spite of “see something say something.” Not my problem, mon. This bespeaks a harmful indifference.
Puzzling. Didn't they know it was a bomb they were handling? Didn't they think there was something suspicious about a pressure cooker with wires and phone? why didn't they steal the phone? well, good thing they didn't...but

Probably more like it when they realized they found a bomb. I know I'd sure get an adrenaline kick out of something like that.
Maybe it'll give them something to think about next time they go to steal something.
