I’m wondering if he was some local crime boss’s call guy. They find these types by helping them out of a fix or giving a loan and then expect a favor in return, like going to rough up someone who the boss thinks needs an attitude adjustment. They draw people into their orbit with these “service debts.” The useful ones get to move up and their boss will protect them.

The gang initiation was to carjack someone over on the Missouri side, use it as a getaway vehicle and dump the car on the Bottoms - State Park area for example, or between E St Louis and Collinsville or Belleville in a slough full of locust trees and cattails, and set it on fire to obscure all evidence.
