Bonus question #1: Do they still have their special plan if they are over 65, or do they go on Medicare like the rest of us?

What you are failing to grasp is that the Federal Employees Health Benefit Plan allows each person insured under it (about 2.5 million Americans) to DESIGN THEIR OwN INSURANCE PLAN!
There is no “Senate Policy.”
Just like there shouldn’t be an “Average American PolicY” as prescribed by Obamacare.
Keep in mind, most Senators are so wealthy that they don’t need insurance. They’re self insured.
About 350 insurance plans are included in the Federal Employees Health Benefits Plan.
These insurers compete for business from 2.5 million insureds for plans WE THE PEOPLE pay for.

The problem with establishing itself as a privileged class is the following. The Founding States prohibited the feds from establishing protected / privileged classes when they made the Constitutions Clause 8 of Section 9 of Article I.
