SpaceX does the same jobs cheaper than ULA. SpaceX is cheaper per pound to orbit than any launch system in the world, including the Chinese. The Falcon 9/Merlin 1D cost a bit more than a billion to develop, meaning it’s been a huge bargain. As the block five version full thrust comes online, the reusability will improve, as will turnaround times.
Also, in late November (probably) the Falcon Heavy will either head to orbit or become the best fireworks show in many years. If a success, the first paying customer for the FH will be launched early in 2018. The FH will (assuming it works) have more than twice the payload capacity of the Delta IV Heavy, and cost about one-third as much.
By contrast, Washington Post’s owner and Amazon jillionaire liberal Jeff Bezos rolled over and moved his Blue Origin rocket engine manufacturing to Alabama — and he’s never orbited anything, or launched any payloads.
