This sounds like that B-Movie with Ernest Borgnine, Bruce Davidson and Sondra Locke called WILLARD.
Willard is a meek social misfit who developes an affinity for rats. He lives in a large house with only his cranky mother Henrietta for company.
Willard plays with the rats in the basement, training them to attack on command Eventually, Willard meets a large black rat he names Ben.
A plan of revenge is born!
That famous line when he sics his rat on “Ernest Borgnine

I predicted this over 10 years ago. Britain IS lost, and the citizens are embracing it. What a foolhardy nation. They deserve all that has happened and will happen.

A virus (virus called “rage,” if I remember correctly) went from a lab monkey to workers there, in the U.K., and escaped into the population. Raging, fast zombies resulted, and there went the neighborhood.
