“Why not just write to the State of Hawaii Health Department and ask for a certified copy of Obama’s birth certificate?”

But wasn’t that part of the problem - i.e. that the State of Hawaii refused to show a certified copy to anyone without Obama’s permission. http://www.hawaiinewsnow.com/story/14529568/president-obamas-birth-certificate-delivers-news-to-doctors-family

Of course. And he refuses to give permission--I don't know why--although he'll be glad to show you a computer generated copy.

I think there's an additional problem though: The State of the Hawaii Health Department can't find it.

and why wouldn't he want to give his permission, since he so proudly supposedly showed it to Guthrie?

The real question is, why did he have a need to forge two fake BCs, when he wrote in his book Dreams, that he already had the original - and indeed we know that he used that same BC to get his driver's license, because he never would have been required to pay those dozen parking tickets in Somerville before he ran for president, if he didn't have a valid driver's license.
