Hmmm...
Is that the only photo? Pretty amateurish to use a coin of unfamiliar size, rather than a metric scale...
Could be just the lighting, but it almost looks like that top side may have been ground down to a cutting or scraping edge.
Instead of the inevitable archaeological cop-out fallback of "ceremonial", why not suggest that the maker marked that piece to frustrate would-be thieves who coveted his favorite fish-scaler? '-)
