It does hamper the Dems as well as the Pubs in terms of running their respective races so the Dems will be screaming as well.

They are NEVER really in recess.
If they were Trump could fire all the dead weight and
replace them with a bunch of recess appointments.

It would be interesting to see Trump challenge those sessions, arguing that In session is “full in session” and not Pro forma. The court cases alone would keep the congress tied up right thru election season. Congress wouldn’t necessarily impeach as it is a Senate issue and not a congressional issue!

The Senate agreed last Thursday to hold pro forma sessions during the ‘recess’ to stop recess appointments.

That would be big news. I haven't seen it covered anywhere.

The first few pages of a google search only show last year's maneuver. Got a link. Thanks.

To move the confirmations along, all McConnell needs to do is end the obstructionist 30 hours of “debate”. He has been unwilling to do this even though the next time Dems control the senate and the presidency, they will do it quickly.

I suspect it’s more that he recognizes that if there is no recess then that reduces the Dems’ opportunities to campaign.

Might be true but since Obama happened, put it all to the test again! Trump can decide not to pay salaries for a while as well if the salary structures never included “pro forma pay”!
