IIRC, around 80% of the Kapoho and Vacationland homes were not primary residences, were vacation rentals. Owners could still lose their shirts if un/underinsured. But the good news us that there are fewer permanently displaced people to house and care for.

Looks to me like HI used the area as ad hoc low/lower income housing. Now that decision is biting ill-prepared bureaucrats, residents, and taxpayers on the butt.

These people lived in what is known as a "Lava risk zone 1". Pretty much no ins company will write policies there. A smaller flow nailed a town called Kalapana in 1990.

Ins companies took a big hit on Kalapana. I doubt much of anyone in Leilani Estates had ins.

Area known for meth production and lots of theft. Sort of like the Barstow, Calif. of Hawaii.

Here’s a shot I took from the lava field two years ago, well prior to this event. This is what starting over in Hawaii looks like. The lava field was marked out with white paint showing the boundaries and lot numbers so you knew where you could begin rebuilding. Note the lucky landowner in the background. It’s all real-estate. Sorry for the oversized image.

The state did not use it, people bought lots cheap from the original owner that subdivided his property. The decision to build was by the buyers, not the state.

Hawaii is not known for top teir intelligence on average:

It is a beautiful place. Actually took a helicopter ride down into the crater that is now erupting. There were acres of what were once cane fields cover in black lava rock. And so it will be again. Paradise

Actually scarier in the right hand picture...it can hide in the jungle and jump out just when you think it’s safe!

The state allowed people live/build/farm there. It didn’t require insurance. And the state did not have a contingency plan in place to deal with people who can’t afford to live anywhere else. Meanwhile, federal taxpayers will be on the hook for some of Hawaii’s stupidity.

I had a buddy and his wife who took a helicopter tour over the really rugged and remote parts of the island, big parts of which were apparently owned by some very rich guy.

Their pilot was former Army, flew in Afghanistan, and in the video appeared to be a very rugged and good looking guy with a wry sense of humor...at one point he said “You want to see something really funny?”

When they said yes, he banked the helicopter and took it down lower....grinning from ear-to-ear, he pointed at a beach below and said “Hippies!”

Down below, they could see some naked people walking around on the beach...he said they bring some boats in, gather them all up, and take them out because they aren’t supposed to be there, but...they keep coming back!

Our pilot was named Joyce. X Air Force. She said she just couldn’t leave after her tour was up. She asked if we wanted to get closer. So dipped down into the crater. All other passengers were white knuckling it. I got some fabulous shots. We had the tsunami night before. An earthquake when we reach Hilo The ride in helicopter and that night at dinner the kitchen caught fire in the cool beach restaurant we’d stopped at. What a day!

Oh wow! Thanks for that image, I had no idea. Here I was thinking the land would be totally unusable until sufficient erosion had taken place. Is there equipment that can grind down that lava field to level the ground? There must be mining machinery up to the task, could be a money opportunity to ship something like that over...
