My uncle living in downtown Philadelphia was from Estonia. He couldn't imagine someone paying for water. He pounded a chisel point well on his 10ft by 75ft patch of garden. He put a little artsy shed over it. 40 years of no public supply.

The previous lib governor of Maryland got you beat. He shoved through a tax on wastewater ostensibly to clean the Chesapeake Bay. Of course, about 80% of the money grubbing endeavors in Maryland are for “cleaning the Bay.”

The libs will probably 'estimate' your usage based on number of residents at your property, number of bathrooms in your house, etc.
