I cant figure out why they used the word steeling instead of stealing.
Because Pennsylvania once had a huge steel industry and still has many nicknames with "steel" in it, like the Pittsburg Steelers.
Under President Trump, the steel industry may rise again but I doubt if it can reach the level it used to be.

That is some genius, rare triple-duty wordplay there:
- sounds like “stealing”, which is what the report is about
- steeling as a verb is a synonym for strengthening, which is also what the report is about
- a tip of the hat to the locality, as others have mentioned
