On impact to civil discourse, I’d vote it’s Ford. My point is our congress allowed its members to slander a good man and his family. The others are just azzholes playing to the MSM. IMO. Great question.

Ford got threatened with legal action, but clammed up (for a few weeks,) and got a pass.
Phillips is facing a civil suit.
Smollett is facing criminal charges.
At least these clowns are facing more severe consequences.

Smollett’s purpose was to make himself a victim of a non existent attacker who would never be found.
Ford purposely set her sights on Kavanaugh and went about planning this assault for months, with the help of deep staters, to ruin his career and reputation with her lies.
