It only applies to purchases by the city for school lunches, city run hospitals and jails. Jeez, I’d take hard time upstate over Rikers.

Has been a tradition to spend all morning at the Metropolitan Museum of Art and have a couple of street vendor hot dogs on the steps for lunch.
