Dispute erupts over whether Brennan, Comey pushed Steele dossier, as DOJ probe begins

A high-level dispute over which senior government officials pushed the unverified Steele dossier amid efforts to surveil the Trump campaign has broken out into the open again, after it emerged that Attorney General William Barr appointed a U.S. attorney to examine the origins of the Russia investigation and determine if the FBI and DOJ's actions were "lawful and appropriate."

Sources familiar with the records told Fox News that a late-2016 email chain indicated then-FBI Director James Comey told bureau subordinates that then-CIA Director John Brennan insisted the dossier be included in the intelligence community assessment on Russian interference, known as the ICA.

Fox News was told that the email chain – not yet public -- referred to the dossier as "crown material," but it was not clear why this apparent code was used. On Tuesday night, former GOP Rep. Trey Gowdy said on Fox News' "The Story with Martha MacCallum" that "Comey has a better argument than Brennan, based on what I've seen."

A day earlier, Gowdy told Fox News, "Whoever is looking into this, tell them to look into emails" from December 2016 involving Brennan and Comey. Gowdy, who is now a Fox News contributor, said his assessment was based on sensitive Russia records he reviewed as then-chairman of the Republican-led House Oversight Committee.

But in a statement to Fox News, a former CIA official put the blame squarely on Comey.

The Steele dossier was concocted to give cover to the Obama IC political appointees that had politically weaponized the IC against any and all political opponents of the HRC candidacy. And while the Steele dossier was aimed at Trump, similar instruments would have been used against whomever the Republican Party candidate chose to oppose HRC.

Actually, the Steele dossier was part of Obama’s Intelligence Communities cover up for failing so miserably at handling Russian interference in 2016. They totally dropped the ball and needed someone to take the fall.

I'm a bit of an expert on the federal RICO statutes. You are correct. They have all met the elements of 18 US Code 1962.

One of the great things about 18 US Code is that all the conspirators are guilty of all the acts committed by any of the other conspirators. They don't even have to know who actually committed a specific RICO predicate act; knowing that others are or will be committing any of a number of predicate acts to support the goals of the "Enterprise" is sufficient. They don't even have to know the names of others who commit RICO predicate acts to be just as guilty.

Penalties for being convicted of RICO violations are severe; at least 10 years in prison and forfeiture of all personal assets purchased with monies gained as a result of the violations. That includes ALL property, monies, and even retirement pay and benefits.

Interestingly, Joe Biden was a major force in getting the RICO statutes enacted into law.

Has RICO ever been used against a government entity before?

Since government entities, and non-government entities, are not individuals; they have no ability to commit crimes. They are "enterprises". The people who control, or operate them in violation of the federal RICO statute would be the ones charged with the crimes.

A RICO enterprise could be pretty much any organization such as: Courts; a Governor's office; a sheriff's office: a prosecutor's office; a city or county council; a department of any government. It also applies to those who operate and control public or private companies; or corporations.

There doesn't even need to be a legal entity; the law even applies to enterprises that are controlled nd operated by individuals who are "associates in fact." The language in the federal RICO statutes are to be construed VERY BROADLY. I hope this helps.
