Can anyone tell me when it became proper for dignitaries, including Presidents, to use hand salutes while in mufti?
The first time I can think of is Reagan. I seem to remember some story of him asking an officer near him if he should return a solute and the officer saying something like “No one’s going to tell you you cant”.
You have raised one of my pet peeves. And it is one of the very few subjects where I am critical of the Gipper. It was Ronald Reagan who broke with tradition and etiquette by returning military salutes as a civilian. All of his predecessors, including some who had been professional military men before becoming president, did not do this. I think it was a mistake and has contributed to the militarization of the presidency to the point where many people now refer to the POTUS as “the Commander in Chief.”

NRx; It’s a pet peeve of mine also and I think it looks undignified, absurd and childish.
That’s one of the constitutional functions of his office. It is not his job title. He is the President of the United States. And it is also worth noting that when he receives military salutes, including on state occasions a 21 gun salute, it is not the CnC that they are saluting, it is the head of state. The founding fathers were absolutely adamant that the presidency was to be a civilian office.

Nice....but, notice the streets weren’t lined, with patriotic citizens, ala 1934.
And, in 1934 NYC didn’t hold Queer Parades.
Just noting the differences between the 1934 Naval Fleet film and the one you posted.
You’re proud of that? No one was in attendance except the parade participants. What a disgrace. It’s worse than I thought.
Interesting to see all the “four pipers” and especially the cage masts that were still on the battleships. Originally, it was to lessen the vibration for the gun directors but they didn’t hold up well in heavy seas and they went to the more solid tripod masts instead.
A nice trip down memory lane.
